I think you could have added how rising anti Americanism has made it politically much more popular to oppose a FTA. Kirchner and Lula both rose to power at least in part on anti US sentiment.

And yes, that's mainly due to Bush who is widely despised by Latin American voters.

A FTA would have always been difficult since Brazil has historically been suspicious of the US. But anti american sentiments have made it worse.
